python numpyインストール

cmdにてnumpyをインストールしようとして、pip install numpyと入力したところ

とエラーが起きてしまいました。回答のように、アップグレードのコードを打ったのですが、

というエラーが何度も起きてしまいます。どうすればよいでしょうか。

そこに書かれている通り、cmdで

C:\Users\hot40\AppData\Local\Programs\Python\Python310\python.exe -m pip install --upgrade pip

を実行してください。

エラーではなく、pipのバージョンが古いというただの注意喚起なので、そこに書いてある通りに

C:\Users\hot40\AppData\Local\Programs\Python\Python310\python.exe -m pip install --upgrade pip

を実行したらいいですよ。

いえ、おそらくしてないと思います。

おそらくではなく確認していただいていいですか。
C:\Users\hot40\AppData\Local\Programs\Python\Python310\python.exe -m pip list
で現在インストールされているライブラリの一覧が表示されると思います。

numpy 1.21.3
pip 21.3.1
setuptools 57.4.0
こう表示されました。

おお、インストールされてたんですね。だったらpipをアップデートしようとしたときにエラーになったのは、一時的なものだったのかもしれません。
もう一度試してみたら今度はうまくいくかもしれませんね。
