TensorFlow.Kerasを使ったPythonプログラムを実行するとエラーコード3221225501がでる

前提・実現したいこと

下にあるパーセプトロンのプログラムを実行したいです。

発生している問題・エラーメッセージ

ファイル実行時に以下のエラーが出ます。

試したこと

いくつかエラーについて調べて以下のことをしましたが、それぞれについて自分にはよく分からず、やっていることが正しいかどうかは分かりません。

・tensorflow、tensorboard、kerasのアップデートをしましたが改善されませんでした。

・Keras-2.3.1にダウングレードして実行したところ、

というように変化しました。

・tensorflow-1.5.0へのダウングレードを試みたところ、

ERROR: Could not find a version that satisfies the requirement TensorFlow==1.5.0
ERROR: No matching distribution found for TensorFlow==1.5.0

というエラーが出ました。

この内容であれば、tf.keras（tensorflowに付属しているkeras）で十分かと思いますが、何かkerasにこだわる理由はあるのですか？

TensorFlow 1.6 以降、バイナリは AVX 命令を使用するので、古い CPU では動作しないことがあります。に引っかかってませんか？ https://www.tensorflow.org/install/pip?hl=ja#hardware-requirements もし分からなければ、たとえばこういうのを使えば、CPUがAVXをサポートしてるかが分かります https://forest.watch.impress.co.jp/library/software/cpuz/

kerasのエラーも、tensorflowの ImportError: DLL load failed with error code 3221225501 が原因で起きてるのだから、kerasをtensorflow.kerasに変えても直りませんよ

keras : 2.4.3
tensorflow : 2.3.0
Python : 3.8.5 (Anaconda)
Windows10 Pro
(今時Windows7を使っているのが考えられないですが。)

現在,Kerasは基本的にはtensorflowに吸収されました.よって,tensorflowでの実装が推奨されています.私もKeras使用者でしたが,現在はGoogle Colabでのコードでは気にしなくても質問者様のコードでも実装可能ですが,ローカルでの実装は,tensorflowに組み込まれているkerasを使用して実装しています.基本的には,実装上で注意する点はtensorflow.kerasとするだけです.
