pg_config コマンドが必要ですが、
which pg_config
の結果は問題ないのでしょうか？
実現したいこと
requirements.txt作成に必要となるgunicorn django-herokuのインストール

おそらく下記を実行すれば良いのではないかと思っているのですが、具体的なやり方がわからず、教えていただければ幸いです。

発生している問題・エラーメッセージ
Herokuのコマンドライン経由で実行しようとしているが、以下のエラーが表示される。

試したこと
・Heroku の Add-onsでPostgresの追加（参照：https://teratail.com/questions/243735）
・pip、setuptoolsのアップデート（参照：https://keymaso.com/programemory/python/pip-error-1/）
・下記インストール（エラー文で言及されていたため）
PyPI'psycopg2-binary' package
補足情報（FW/ツールのバージョンなど）
python3.7.4
which pg_config
の結果、特に出力がないです。
PostgreSQL の C 言語用のヘッダーやリンク用のライブラリーの場所を取得するためのコマンドなのですが、Heroku Add-ons に含まれているかは分かりません。
過去の記事だと brew 経由で Postgres を入れて解決したという記事も見かけました。現在も有効かは、分かりません。
heroku 使ってないのに出しゃばって申し訳ありません。

の手順をやっていったら、勝手に heroku-postgresql がインストールされて、以下のようにデプロイ中に
Building wheels for collected packages: psycopg2
Building wheel for psycopg2 (setup.py): started
Building wheel for psycopg2 (setup.py): finished with status 'done'
Created wheel for psycopg2: filename=psycopg2-2.8.5-cp37-cp37m-linux_x86_64.whl size=454884
のように普通にビルドされてしまいました。
.evn に以下の行があるのが、肝なんですかね？
