pythonでnumpy,pandasが起動しない

前提・実現したいこと

最近、pythonを学びたいなと思って書籍を購入して学習していますが以下のようなエラーが出てしまい調べてもよくわかりませんどなたかわかる人教えてください.

pipを使ってinstallを試みたのですが既にできているという解釈でよいですか？
