こちらのサイトで、windowsのユーザフォルダ内にある .platformioフォルダを丸ごと削除してVSCodeを再起動してみてうまくいったという声があり、まねてみたところ、Ver2.4.0の再インストールで出ていたエラーは出ずにインストール完了しました。
