ufwを使用しているため、無効化(disacble)後に再起動してから検証→同じエラー

注意: この回答は事実に基づかない個人の想像が含まれます。

添付されているログを確認すると，aptのリポジトリが http://jp.archive.ubuntu.com/ubuntu (日本語でインストールした時のもの)です。
証拠は手元にないのですが標準の日本のレポジトリだと，特にkernelが更新された直後等アクセスが集中するタイミングでよくタイムアウトが発生しているような気がします。
(水・木曜日あたりが多い気が…)

ですので，おそらく数日後にはアクセスできるようになっているはずです。

対策ですが，たとえばgoogle検索で引っかかったhttps://pg-fan.com/blog/ubuntu-20-04-aptの情報のように，
国内の別のミラーサーバーにレポジトリを書き換えるということが考えられます。
私も実機にインストールしているubuntuは全て国内ミラーサイトにレポジトリを変更しています。

ただ，欠点も無い訳ではなくてカタログはすぐに更新されるのですが，パッケージの実体がなかなか本家からミラーサイトに降りてこず，何日も保留状態になることがよくあります。

それでもタイムアウトエラーになることはめったにないので，勇気があればレポジトリ変更も一つの案ではないでしょうか。
