PowerShellでjupter labが開けない

Question

PowerShellからpipを使用しjupyter labをインストールし、
起動しよとしたが、起動しない。

発生している問題・エラーメッセージ

usage: jupyter [-h] [--version] [--config-dir] [--data-dir] [--runtime-dir] [--paths] [--json] [--debug] [subcommand]

  subcommand     the subcommand to launch

Jupyter command `jupyter-lab` not found.

と、jupyter labが無いと言われる。
[pip list]で確認したところ、jupyterに関するところは、
以下になっている。

jupyter-console 6.4.4
jupyter-core 4.11.1
jupyterlab-pygments 0.2.2
jupyterlab-widgets 1.1.1

何度もpythonとpipのインストールとアンイストールを繰り返すとできました。
