Vagrant was unable to communicate with the guest machine within
the configured ("config.vm.boot_timeout" value) time period.

If you look above, you should be able to see the error(s) that
Vagrant had when attempting to connect to the machine. These errors
are usually good hints as to what may be wrong.

If you're using a custom box, make sure that networking is properly
working and you're able to connect to the machine. It is a common
problem that networking isn't setup properly in these boxes.
Verify that authentication configurations are also setup properly,
as well.

If the box appears to be booting properly, you may want to increase
the timeout ("config.vm.boot_timeout") value.

私は、プログラミング学習を始めたばかりで、右も左もわかりません。dotinstallのローカル開発環境を整えるの動画を参考にしているのですが、うまくいきません。具体的な解決策と手順をご教授願います。よろしくお願いします。

ちょっと確認ですが、このエラーは、Vagrant インストール後に「初めて」vagrant up したときから発生していますか？

良くあるのは、前回VMを起動した後、vagrant suspend （一時停止）しただけできちんと終了していなかった場合です。
そうするとVMは止まっていますがプロセスは残っていて「2222」ポートを占有しているので、「一旦、コマンドプロンプトを閉じてしまうと」次に vagrant up しようとしても出来なくなってしまいます。

その場合は、vagrant destroy で強制終了してから、再度 vagrant up してみてください。

それと、VMを「終了」させるには、vagrant halt です。

そしてVMの状態を確認するには vagrant status です。検索すればまとめページなど情報が簡単に見つかりますので、コマンドの使い方を再確認してみてください。

もっとも、他のプロセスがポートを占有している場合は上記の方法では解消しないので、設定を変えて別の空いているポートを使用するようにする必要があります。
