前提・実現したいこと

Tailwind CSSの導入
Using PostCSSでやっています
公式のサイトに載っていた手順の通りに構築していて、5番のビルドするところまでやっていよいよ書いてみようと思ったのですが全く反映されず色々見ていたらこちらの動画のビルドされたファイル（dist.css）の内容が約18万行あるのに対し私のファイルは約300行ほどありませんでした

質問の回答にはならないので申し訳ないのですが、

例の動画に関しては7月時点でv2.2.6なのに対して、desertさんの環境ではv3.0.1で展開されているようです。

画像確認しました。
まず事象の切り分けを確実に行いましょうか。

dist.cssを読み込めていないのかをどうかを確認するため
現在吐き出されているdios.cssに記載されているクラスをどれでもいいので試して適用されるかをみてください。（キャッシュが影響する可能性もあるのでctrl+F5キーで確認するのがいいかも）
もし読み込まれていれば再度npm run devを実行してみてください。
(そもそもコンソールに出ている404のエラーも気になります)

またインストールの方法を変えてみるのも手です。（はじめにこっちを試してみてもいいかも）

公式（v3.0）に記載のTailwind CLIでインストール・ビルドしてみるとどうでしょうか？
npx tailwindcss -i ./src/input.css -o ./dist/output.css --watch
のコマンドがポイントでこれを行うとコードの変更を監視（watch）して、変更があるたびにbuildしてCSSファイルを吐き出してくれます。（監視中は他のコマンドを打ち込めないので、npm run devを走らせるターミナルとは別のwindowで起動させてください）

■追記■
あらためてキャプチャみましたがtailwind.config.jsなど見当たりませんが
ファイルは1枚目のキャプチャの左に写っているものですべてでしょうか？

1.私の素人目ではクラスによる指定がなされていないようにみえます…
404エラーはlive serverではなく直接ファイルを読み込ませると消えました。
しかし、live serverが使えないというのはきついのでまた新たに質問し直したいと思います

追記について
その点については大丈夫です。一階層上のディレクトリにに作成してあります。

ビルドはうまく行っているのであとはそれを読み込ませるだけだと思います。
htmlに以下の様な内容追記してもNGでしょうか？

↑で同じことを私が質問していました。ビルドの前に適用するファイルを見て必要な分だけCSSを作っているのがV3.0での動きのようですね。
