概要
Windows Server 2008 R2 で Windows updateを実行すると、0x80072efe が発生し、Windows updateが常にエラーとなる。
Windows updateが正常にできるようにするにはどうしたらよいでしょうか？

対処方法
KB3140245 を適用してください。
カタログ:
http://www.catalog.update.microsoft.com/search.aspx?q=kb3140245
その後、レジストリエディタ(regedit)で
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\WinHttp に DefaultSecureProtocols というキーの32bitデータ(DWORD)を作成してください。
値は16進数でa00を指定してください。(TLS1.1/1.2)
備考
上記対応は試行錯誤の結果であるため、誤っている可能性があります。
WinHTTPのデフォルト動作を変更していますので、
当該OS上で動作させるプログラムに何らかの影響を与える恐れがあります。

考えられる原因
ログ上にある以下のファイルのダウンロードを試みましたが、DNSエラーとなっていました。
https://www.update.microsoft.com/v11/3/legacy/windowsupdate/selfupdate/wuident.cab
様々なリソース(トランスポート層セキュリティ 1.0 および 1.1 の無効化(docs.microsoft.com) )を参照したところ、Windows Updateへアクセスできなくなったと考えられます。
