CentOS7でyum updateが出来ない

Question

つい先日CentOS 7を使い始めた初心者です．
yum updateを行った場合，以下のようなError 404がでてきます．
yum clean allを行っても変化しませんでした．
/etc/yum.repos.d/CentOS-Base.repo内のbaseurlのコメントアウトを有効にした場合でも変化がありませんでした．どうすれば正常にyumが使えるようになるでしょうか？

One of the configured repositories failed (testing 2 devtools for CentOS 7),
and yum doesn't have enough cached data to continue. At this point the only
safe thing yum can do is fail. There are a few ways to work "fix" this:

 1. Contact the upstream for the repository and get them to fix the problem.

 2. Reconfigure the baseurl/etc. for the repository, to point to a working
    upstream. This is most often useful if you are using a newer
    distribution release than is supported by the repository (and the
    packages for the previous distribution release still work).

 3. Disable the repository, so yum won't use it by default. Yum will then
    just ignore the repository until you permanently enable it again or use
    --enablerepo for temporary usage:

        yum-config-manager --disable testing-devtools-2-centos-7

 4. Configure the failing repository to be skipped, if it is unavailable.
    Note that yum will try to contact the repo. when it runs most commands,
    so will have to try and fail each time (and thus. yum will be be much
    slower). If it is a very temporary problem though, this is often a nice
    compromise:

        yum-config-manager --save --setopt=testing-devtools-2-centos-7.skip_if_unavailable=true

もし /etc/yum.repos.d/devtools-2.repo というファイルがあるなら削除してみてください。

もしくは /etc/yum.repos.d/ の中に下記 URL の内容と同じようなファイルがあれば、削除してみてください。

とりあえず，OSを再インストールすることで，解決しました．

devtools-2を入れるとc++11のコンパイルができるようになると書いているサイトを参考にインストールした所、質問されているエラーと同様のエラーに遭遇しました。

devtools-2.repo を削除した所、解決することができました

まず聞きたいのですが、どのようにインストールしたのですか？
no osのパソコンにインストールしたのですか？
それとも仮想マシン？
あと、そのcent os7のパソコンはインターネットつながっていますか？
rootになっていますか？

回答ありがとうございます．USBにディスクイメージを入れて，前まではUbuntuが入っていたパソコンにインストールしました．CentOSのパソコンはネットに繋がっていて，現在はsshでログインしています．必要ならば，直接操作することもできます．rootでログインが出来ないのですが，sudoで操作を行っています．

baseのものはインストールされていますか？
yumを使うためのbaseになるものがはいっていますか？

※EPELを追加
# rpm -ivh http://dl.fedoraproject.org/pub/epel/7/x86_64/e/epel-release-7-5.noarch.rpm

※REMIを追加
# rpm -ivh http://rpms.famillecollet.com/enterprise/remi-release-7.rpm
を行ったあと，yum check-updateを行ってみたのですが，

がでてきます．

とりあえず，OSの再インストールで解決しました．
