windows10ローカル環境でbundle installができない

環境　
windows10 sudoは使えません
ruby2.6.6

エラー内容

ruby
1C:\Users\81802\Desktop\sample>rails server

すると

ruby

となり、このエラーが解除できません。

試したこと
bundle updateとbundle installすると同じエラーが出ました。
Gemfileにunicornやkgioを記述してもエラーが出ます。
どうすればよろしいでしょうか。
