前提・実現したいこと
composer インストールしたいです。
発生している問題・エラーメッセージ
composer インストールしたいのですが「PHP Setting Error」が発生しインストールできません。 エラーメッセージ The PHP exe file you specified did not run correctly: C:\xampp\php\php.exe Program Output: PHP Deprecated: Directive 'track_errors' is deprecated in Unknown on line 0 と表示されます。

php.iniにて不要のものはコメントアウトしました。

OSの情報、composer をどうやってインストールしようとしたのかが不明です。補足してください。
もう少し広範囲のphp.iniをお願いします。

php.iniでおそらく
track_errors
の定義を書いていると思いますが、
メンテナンス・トラブルシュート - PHP - PHP 7.2 - Directive 'track_errors' is deprecated
など見てもらうとわかりますが非推奨の機能になっているため、
track_errors
の定義の行自体をコメントアウトすると良いかと。
