上記の環境で、vagrant initで初期化し、vagrantfileが作成されるところまでは問題なくきたのですが、
そこからvagrant upを実行すると

accessing "localhost:8080" will access port 80 on
というエラーが出てしまいます。
vagrantfileの中身は下記になっており、初期状態から34行目のコメントアウト解除のみ変更しています。

Provider-specific configuration so you can fine-tune various
backing providers for Vagrant. These expose provider-specific options.
Example for VirtualBox:

Puppet, Chef, Ansible, Salt, and Docker are also available. Please see the
