Gemfileの中のpgに対する記述の質問です

前提・実現したいこと

postgresqlでrailsを使おうと思っているのですがbin/rails db:createを打つとエラーが出てしまい調べても改善できなかったため質問させていただきました。
わかる方教えていただけると幸いです。

発生している問題・エラーメッセージ

試したこと

元々Gemfile　の# gem "pg", "> 1.1"の部分はコメントアウトしていなかったのですがコメントアウトしてないと別のエラーが出てしまい他の質問などを参照した際にコメントアウトすると解決すると書いてあったのでコメントアウトしています。
またpostgresql_adapter.rbのgem "pg", "> 1.1"の部分もコメントアウトしてみたり、
brew install postgresやbundle installも試しましたが改善せず。
