MLTインストール方法について

お世話になっております。

MLTというフレームワークが必要になりまして、サイトからダウンロードしました。
ですが、インストール方法が分からず、手間取っております。

前回、一度ダウンロードはできたのですが、手順が紛失してしまい分からなくなってしまいました。

参考URLを見てもいまいちわかりません。
前回は、PowerSell使った覚えがあります。
インストールに成功すると、PowerSellに『melt』とコマンドすると下記のように表示されます。

今は、コマンドを打っても下記のような状態です。

2が正しく記述されていることを確認し、パスが含まれている場合はそのパスが正しいことを確認してから、再試行してください。
