エラーの内容が undefined method `silence' for #<Logger なので、CSSのエラーとしては奇妙なので？？？ ではありますが、、、、

取り込むCSSの中になにかまずい記述があるのでしょう。
*= require_tree . でまとめて取り込んでいるのでわかりにくいです。
一つ一つ個別に取り込む様に書き直し、「どれを取り込むと発生する」というのを行ってあぶり出しましょう。
