git push herokuが成功しない。

前提・実現したいこと

Railsでwebアプリを作っています。
git push herokuをした際に

The "loose" option must be the same for @babel/plugin-proposal-class-properties, @babel/plugin-proposal-private-methods and @babel/plugin-proposal-private-property-in-object (when they are enabled): you can silence this warning by explicitly adding

このエラーが出力されます。
このエラーがあまりに大量に、同じ内容が出力されるため、これより上のログは読むことができません。

エラー指示の通りbabel.config.jsを編集したのですが（編集後のソースコードは後述します）、改善しません。
