application.scssにほんの少しの変更を加えるとデザインが崩れます。なぜなのでしょうか・・・？

Question

今既に製品版としてアプリケーションをリリースしており、
デザインに多少の変更を加えようと、
application.scssファイルにほんの少しの変更を加えると、途端に全く意味不明なデザイン崩れが起こります・・・。

変更といっても、コメントアウトの文字を1文字消す

application.scss

before　//ローカルの写真をアップさせない
↓
after　 //ローカルの写真をアップさせな

とか、新しくコメントアウトを入れるのに

//

と、たったのこれだけの変更でも突如読み込まれないcssが発生して、崩れてしまいます。

application.scssの冒頭には以下の内容を記載しています。

@import "supporters.scss";
@import "bootstrap";
@import "informations.scss";
@import "summernote-bs4";
@import "reports.scss";

application.scssは、上記の下に全体に必要なcssが200行程あります。

書き方や環境の設定（アセットパイプライン？）について何かお知恵がありましたら、教えて頂けると嬉しいです。
全然、変更できず大変こまっております・・・。

たったのこれだけの変更でも突如読み込まれないcssが発生して、崩れてしまいます。

Railsのアセットパイプラインは、ファイル内容のハッシュ値から名前を生成していますので、たった1文字でも書き換えればファイル名が変化します。

セットアップがわからないのでなんとも言えませんが、変化したファイル名を伝えそこねると、CSSがまるごと読み込めない事態に陥ることもありえます。

それとも、内容を変えるとファイル名が自動的に内部で変化するということでしょうか？

いえ、「ファイルの中身」を書き換えれば「ファイル名」が変化するのです。

アセット周りの設定がどのようになっているかわからないと、それ以上のコメントはできません。

設定によっては排除もできますが、application-123abcdef11.jsのように、ハッシュ値が追加されます。

反映操作はどのように行っていますか？

エディターで保存しまして、googleクロームのブラウザをリロード、もしくはキャッシュ削除リロードを行っています。それのみです。環境はlocalです。
一度、ローカルサーバーを落として、再度rails sで立ち上げても、同じく読み込まれません

ちょっと確認し忘れていたのですが、application.scssは「app/assets/」以下にありますか？「app/javascript/」以下にありますか？

（Railsにはアセット管理が2系統あって、それぞれで事情が異なってきます）
