vagrantで仮想サーバーに接続できない

前提・実現したいこと

vagrantでvirtualboxの仮想サーバーを構築したい

発生している問題・エラーメッセージ

初回はvagrant upで仮想サーバーを構築し
vagrant sshで仮想サーバーに接続できるが
vagrant reloadすると仮想サーバーに接続できなくなる
vagrant statusで確認すると仮想サーバーは既に起動している

❯ vagrant status
Current machine states:

default                   running (virtualbox)

The VM is running. To stop this VM, you can run `vagrant halt` to
shut it down forcefully, or you can run `vagrant suspend` to simply
suspend the virtual machine. In either case, to restart it again,
simply run `vagrant up`.
