PostgreSQLのユーザー作成でのエラー

Question

ubuntu 18.04
psql (PostgreSQL) 9.5.16

PostgreSQLをインストールして、ユーザー作成したいのですが、

could not connect to database postgres: could not connect to server: No such file or directory
Is the server running locally and accepting
connections on Unix domain socket "/var/run/postgresql/.s.PGSQL.5432"?

と出てしまいました。

ダウンロードしたときに赤字で

5432 down postgres /var/lib/postgresql/9.5/main /var/log/postgresql/postgresql-9.5-main.log

と出てきたのですがここが問題なのでしょうか？

解決方法を教えて頂ければ幸いです。

PostgreSQLは無事立ち上がったのに、Ctr+Cか何かで落としたりしてませんか？

画面を見る限りではインストールは終わったものの、サーバを起動していないみたいです。

ちゃんと画面に出ている

/usr/lib/postgresql/9.5/bin/pg_ctl -D /var/lib/postgresql/9.5/main -l logfile start

のコマンドを打ってみてください。

あと、赤字の表示はその上の行にガイド(Ver Cluster Port Status Owner Data directory Log file)が出ています。

赤字の表示とガイドを突き合わせると下記のようになります。

Ver: 9.5
Cluster: main
Port: 5432
Status: down
Owner: postgres
Data directory: /var/lib/postgresql/9.5/main
Log file: /var/log/postgresql/postgresql-9.5-main.log
