前提・実現したいこと
現在環境構築中で、NetBeansのmvnをインストールを行っているところですが、
管理者権限のCMDでインストールしようと思ってもエラーで先に進めません。
どうしたら解決できますでしょうか

わかりにくいところですがエラーメッセージの最後のところに、非常に大きなヒントがあります。
Return code is: 501 , ReasonPhrase:HTTPS Required.
2020年1月ごろより、maven repositoryへのアクセスはHTTPでは拒否され、HTTPSが必須になりました。これはリポジトリ設定のデフォルトが古いこと、つまりNetBeansのバージョンが8と古いことが最大の原因です。
対応するには、お使いのプロジェクトかないしはmaven設定である .m2/settings.xmlにて、リポジトリの登録を行います。
以下はrepositoriesの抜粋です。
