localhostにアクセスできません。

Question

前提・実現したいこと

vagrantを使い、rails の環境構築をしようとしている者です。
プログラム関連の知識にまだまだ乏しいため、至らない質問になってしまうかもしれませんがお手伝い願います。

現在rails new myapp -> rails s -b 0.0.0.0のコマンドを打ってからhttp://localhost:3000/にアクセスしてもrails の画面が出てきません。

localhostに接続するために必要なものはあと何がありますでしょうか。

発生している問題・エラーメッセージ

chromeでhttp://localhost:3000/にアクセスすると「localhostで接続が拒否されました」となります。

試したこと

vagrantfileの
config.vm.network "forwarded_port", guest: 80, host: 8080, host_ip: "127.0.0.1"
を
config.vm.network "forwarded_port", guest: 3000, host: 3000, host_ip: "127.0.0.1"
に変えてみました。

補足情報（FW/ツールのバージョンなど）

Rails 6.0.2.2
ruby 2.6.3

下記を順に確認していけばクリアできると思います
・railsは起動しているか
・ホストからではなく、仮想マシン自身内でアクセスできるか
・ポートフォワーディング設定は正しく反映されているか
・仮想マシンのfirewallで遮断されていないか

設定した。コマンドを打った。だけでは正しく動作しているかわかりません。実施したことが期待通り動作していることを確認しましょう。
