前提・実現したいこと
Ruby on Rails 5の勉強をProgateを今日やりながら始めました。
rails serverのコマンドを打つ場面で本来なら出てくるはずのリンクが出てきません。
理由はなぜだかを教えていただけると嬉しいです。

おそらくデータベースをまだ作っていないのではないですか。
ruby
1$ cd 作業するアプリ 2$ rails db:crate
これをターミナルに入力してみて、
Created~と出力されれば、データベースが作られ、リンクも出てくると思います。

データベースは作成されたのですが全くサーバーに接続できません、、、runtime errorなどが書かれています。
データベース作成以外に何か作成したりしましたか？
runtime errorはhttps://qiita.com/kasei-san/items/75ad2bb384fdb7e05941
にある通り特定のクラスにないエラーなのでデータベース作成前の段階で何かあったのだと思います。エラー見つけるのは難しいので、まだ初期段階なのであればもう一度アプリを作り直すのをおすすめします。
