を入力しrails sを実行してもエラーになります。

rails sをデスクトップで実行しているようです。

アプリケーションは books の中に作成されているので、
books ディレクトリの中で実行してみてください。

# booksディレクトリに入る
C:\Users\ユーザー名\Desktop\s>cd books

# booksディレクトリの中でrails s
C:\Users\ユーザー名\Desktop\books\s>rails s
