Debian10:Dockerインストール

上記リンクを参考に、GCEインスタンスのDebian10にDockerをインストールしたところ、上記のようなエラーが出力されました。

E: Unable to locate package docker-ce-cli
E: Unable to locate package containerd.io
E: Couldn't find any package by glob 'containerd.io'
E: Couldn't find any package by regex 'containerd.io'

こちらが原因と思われますがどうしてこのようになってしまうかわからないため対策方法を教えていただきたいです。
