Android Studio でエミュレータを使いたい

前提・実現したいこと

Android studioでエミュレータを使いたいです。しかし以下のエラーが発生してしまいます。

Flutter よく分かりませんが、一度 Flutter を使わずに Android Studio でアプリをビルドしてエミュレータが動くことを確認してみてはいかがでしょうか？

Android SDK（Build-Tools 28.0.3）のライセンスに同意していないというエラーではないでしょうか。
Terminalで flutter doctor コマンドを実行した時に、以下のような警告が出ていませんか？

[!] Android toolchain - develop for Android devices (Android SDK 28.0.3)
    ! Some Android licenses not accepted.  To resolve this, run: flutter doctor --android-licenses

この場合、Terminalで flutter doctor --android-licenses コマンドを実行し、ライセンスに同意すれば（Accept? (y/N): で y を入力し、エンターキーを押していく）解決するかと思われます。

$ flutter doctor --android-licenses
 ...
Accept? (y/N): y
All SDK package licenses accepted

Flutterアプリのビルド/実行エラーが起きる際は、まず flutter doctor コマンドを実行し、環境に問題ないかどうかを確認すると解決しやすいです。
