Mavenのビルドエラーについて

Question

RubyをJavaに変換するRubyFluxを使用したいと思い参考サイトを通りに進めてみたのですが以下のエラー文が表示されビルドができません。
自分なりに調べて.m2/repositoryを削除してもうまくいきません。

これはそもそも何のエラーなのでしょうか？
どのように対応すればよいでしょうか？

■使用環境は以下の通りです。
OS : Windows10 Pro
Java : 1.7.0_80
maven: Apach Maven 3.6.3
jruby:9.2.9.0

おそらく、プロキシによるダウンロード失敗

ご回答ありがとうございます。
事前の環境状態の説明不足ですみません。
今回はプロキシを使用していません。
そのほかに起こりうる原因はありますでしょうか？

あとはtlsバージョンを変えて試せばいいのでは

参照されているプロジェクトの最終コミット時刻を見ると

Latest commit bc50f78 on 25 Jul 2015

と結構古いのと、依存関係で指定しているmaven-shade-pluginのバージョンも古いので、現在のmavenリポジトリがhttps必須になったのに追従しきれずビルドエラーになっているようです。
（mavenビルドのデバッグを有効にすると、かなり判別しにくいですが出てきます）

実際にRubyコードの変換までは試していませんが、pom.xmlを次のように変更すればビルドまでは成功します。
※Javaのバージョンは7ではなく8にしなければなりません。これはmaven-shade-pluginから利用するosm-6.2.1がJava8を要求するからです。
