ruby on rails のサーバーが立ちません・・・

前提・実現したいこと

railsでサーバーを立てたいです

初めてローカルで環境構築をしています。
rails serverを実装中に以下のエラーメッセージが発生しました。

試したこと

ruby、rails ともにアンインストールしてバージョン変えて試したりしてみましたが、結果は変わりませんでした。

補足情報（FW/ツールのバージョンなど）

ruby:2.5.1
rails:5.2.3
SQLite3で現在行っています。

まだアプリケーションがないか、アプリケーションとは別のフォルダで rails s を実行したように見えます。rails s を実行する前に何を準備したかを簡潔に追記して下さい。

rails new sample_appで sample_appのフォルダは作成することが出来ました

そうであれば、以下のようにフォルダを移動してからrails s してください。

C:\Users\socce\samo> cd sample_app
C:\Users\socce\samo\sample_app> rails s

rails s を実行する前はruby:2.5.1、rails:5.2.3、SQLite3を準備しました

これは rails new に失敗していますね。生成されたソースコード類が app というフォルダに出力されるのですが、肝心の app フォルダがありません。rails new した時にエラーメッセージが出ていませんか? もう一度名前を変えて実行してみてください。そして、rails new に失敗している場合は、いったんこの質問をクローズして、別の質問として投稿して下さい。

いえ、途中で終わっていますね。gitはインストールされていますか? gitコマンドを実行するとどうなりますか?
