Ruby on rails環境構築時　Railsサーバーが起動しません。

前提・実現したいこと

ruby on railsの開発環境をを構築しておりましたが
railsサーバーを起動する段階で以下のエラーコードが発生しました。
問題の解決をし、環境を構築したく思います。
対応の方法をご教授いただきたく思います。
よろしくお願いいたします。

試したこと

rails new sample_app
cd sample_appによるディレクトリの移動の後、rails sでサーバーの移動を試み
その後、localhost：3000を開こうとしましたが、開かない状況です。
bundle　installなどは試しましたがそれでも状況は改善しません。

補足情報（FW/ツールのバージョンなど）

os:windows10
ruby:2.5.1p57
rails:5.2.3
構築はPROGATEのhttps://prog-8.com/docs/rails-env-winのページを元に作成しました。

エラーは全文を載せるようにしてください。Description:の前にもあると思います。実行経緯もつけたパラメータも含めて記載してください。「cd rails newによる移動」というのが意味不明なので、そこを実際に打ち込んだ通りに。　アプリ名などを見せたくない場合はその部分だけ修正かけても良いですが。

そのメッセージは、Railsのアプリ環境で無いところでrailsを実行した時に出てくるメッセージです。
本当に sample_app　ディレクトリで実行したのかを確認したいです。
rails s して失敗したら、dir してみてください、
Gemfile、app, config, public, bin は存在しますか？
