railsサーバーが立ち上がらない

Question

railsサーバーの起動がrails　sを実行しても立ち上がらない

前回と同じような質問で申し訳ありません
内容がわかりずらいと感じたため修正したものを投稿させていただきました

現在プロゲートでrailsの開発環境を構築しているものです

Railsアプリケーションの作成が終わり、ローカルでRailsサーバを立てようとしているのですが

（cd sample_app）で「sample_app」ディレクトリまで移動したあと、（rails s）を実行し、ブラウザで（http://localhost:3000/)と打ち込んだのですが

このサイトにアクセスできませんlocalhost で接続が拒否されました。

このように表示されてしまい、先に進めない状態です。

もしわかる方がいましたらご回答お待ちしております。

試したこと

PCの再起動
Railsアプリケーションの作成を再度行う
rails導入の際に（gem install rails -v "5.2.3"）の数字の部分を変えてみる
bundle installで足りないデータをインストールして再び（rails -v）を実行しても結果は
変わらず。

アプリケーションはエクスプローラーにありました。
ダウンロードしたSQLite

自分も質問者さんと同じような症状が発生しました。

参考程度にwindowsの場合コマンドプロンプトにgitをインストールすることで解決しました。
コマンドプロンプト git インストールで検索すればやり方がでてきます。

こちらに似たようなエラーがありました。

（cd sample_app）で「sample_app」ディレクトリまで移動したあと

とありますが，きちんと移動できていない可能性が高いです。

$ pwd

で現在のディレクトリが確認できるので確認してみてください。

返答が遅くなってしまい申し訳ありません。
ｐｗｄと打ち込むと'pwd' は、内部コマンドまたは外部コマンド、
操作可能なプログラムまたはバッチ ファイルとして認識されていません。
と表示されるので
㏅で試しました

C:\Users\hironari\sample_app>cd
C:\Users\hironari\sample_app

このようなコードが表示されたので移動はできていると思うのですがそれでもサーバーが立ち上がりませんでした。
