ruby on rails サーバーが立ち上がらない

Question

現在lailsの開発環境構築中で、コマンドプロントで　cd sample_app　で「sample_app」ディレクトリまで移動した後に　rails s　でサーバーを立ち上げようとしたのですが

上記のような文が表示され、その後ブラウザで　http://www.localhost3000.org/
と打ち込んでみたのですが

このサイトにアクセスできませんlocalhost で接続が拒否されました。
もしかして: http://localhost3000.org/
localhost 3000 を Google で検索してください
ERR_CONNECTION_REFUSED

と出てしまいサーバーが立ち上がらなくなってしまいました。

試したこと
再起動して再び打ち込む　
rails サーバー 立ち上がらないと検索をかけてみても、よくわからず前に進めない状態です。

もし原因がわかる方がいればご回答をお待ちしております。

まずそもそも sample_app ディレクトリ内にプロジェクトファイル群は存在していますか？lsコマンドで見てみて下さい。

もし存在していないのでしたら、rails newでプロジェクトを作成するところから始める必要があります。

もしくは、bundle exec rails sを試してみて下さい。
もしbundle installをbundle install --path vendor/bundle とパスを指定して実行しているのであればrails sではなく上記コマンドを使用する必要があります。

ターミナルで「ls」コマンドで実行してみたのですが、lsは、「内部コマンドまたは外部コマンド、操作可能なプログラミングまたはバッチ　ファイルとして認識されていません」

このような表示が出たのですがこれは存在していないということでしょうか？

bundle exec rails s　これも実行してみたのですが、「Cloud not find gem ‘sqlite3 x64-mingw32’ in any of the gem sources l sited in your Gemfile. Run ‘bundle install’ to install missing gems.」

という文が表示され、特に変化はありませんでした。
