Docker で pip がうまく動かない

Question

Quickstart: Compose and DjangoでDockerで起動まではうまくて行ったのですが、挙動がおかしいので何を確認すればいいのか教えていただけますか。

dockerfile にRUN pip install --upgrade pipを追記しておいて、docker-compose build webでリビルドするとどうでしょうか。

無事に更新したものが維持されるようになりました、docker-compose run web と違いな何なのか調べてみます
