既存アプリにdockerを導入したい

Question

前提・実現したいこと

現在railsで作成しているアプリに対してdockerを途中から導入しようと考えているのですが

docker-compose run web rake db:create db:migrate

のコマンドでエラーが発生し解決ができません。
エラー内容は下記の通りです。
なにか原因のわかる方いましたらご回答よろしくお願い致します。
railsアプリ名はsearching_outletとしています。

発生している問題・エラーメッセージ

試したこと

参考にしたサイト
自分が行ったこととしては現在のエラーが発生する前、gem 'pg'が無いという文言のエラーが発生していましたので
解決するためにpgインストール済みが確認、ユーザー作成、DB作成、gemfileに記載、bundle install、
database.yml編集、再度docker-compose~のコマンドを実行したところ現在のようなエラーが発生している
という状況です。

補足情報（FW/ツールのバージョンなど）

Dockerfileの内容がカレントディレクトリを丸コピしてbuildする形式になっていますので、Gemfileを修正する度に、buildし直す必要があります。
docker-compose down && docker-compose build
してみてください。
