Dockerにて：Webコンテナが立ち上がりません。

Question

前提・実現したいこと

現在、vagrantとDockerを用いてLAMP環境を構築しています。
Dockerを立ち上げ、いざWebサーバが動いているか確認したところ、「アクセスできません」と出てしまいました。

発生している問題・エラーメッセージ

このサイトにアクセスできません
192.168.33.15 で接続が拒否されました。

試したこと

まずはちゃんとコンテナが起動しているかを確かめるため、以下を試しました。
エラー文も記載しております。

$ docker exec -it apache-php bash
Error response from daemon: Container 7a543018a363891827bc5e225f94c02de0121c3928521d0316213523e6a97ca2 is not running

ここで、コンテナが起動していないことがわかりました。
じゃあコンテナを走らせればいいのではないだろうかと思ったのですが、これ以降が検索してもわからず、頭打ちとなってしまってます。

補足情報（FW/ツールのバージョンなど）

Docker version 20.10.8
docker-compose version 1.29.2
