circleci経由でデプロイした際にwebpacker関係のエラーが出る

Question

docker, rails, postgresqlでcircleciのテストをした後herokuにデプロイできるようにしたいのですがcircleciからデプロイしたところ

このようなエラーが出ます。herokuに直接デプロイした場合はこのようなエラーは出ません。
