[Ruby]rails runner -hが効かない

前提・実現したいこと

rails runnerを使ってバッチ処理をしたいのですが、以下のようにrails runnerが効かなくなっています。
railsとrubyのバージョンも記載しているのですが、バージョンの問題なのでしょうか。
調べてみてもrailsの環境構築をしたらできるように書いていると思われます。
ご教示お願いします。
