heroku上でmigrationができません

前提・実現したいこと

railsで作成したアプリケーションを作成しております。

発生している問題・エラーメッセージ

heroku上でmigrationを行いましたが
LoadError: Error loading the 'sqlite3' Active Record adapter. Missing a gem it depends on? sqlite3 is not part of the bundle. Add it to your Gemfile.
というエラーメッセージ が表示されます。

試したこと

↑調べたところこちらの質問がありましたので試してみたのですがやはり改善されませんでした。
