Ruby on rails が立ち上がりません。

Ruby on rails を立ち上げたい

progateを使ってruby、railsの勉強を始めたばかりの者です。
皆様の質問、回答を見させていただきましたがわからないので質問させてください。

・SQlite3 をインストールしました（windows 64bit)

・rails をインストールしました（Rails 5.2.4.2）

・rails new sample_app -G　でsample_appというアプリケーションフォルダを作り

・cd sample_app　で移動し

・rails s　で立ち上げようとしています。

なにをしていいのか全く分からない状態です。勉強しようと思っていた矢先です。。。

補足情報（FW/ツールのバージョンなど）

windows 10 です。すべてprogateに沿って実行してきました。
助けていただきたいです。
