おそらくGoogle Chromeでスクレイピングしようたしてらっしゃると思うのですが、エラーを見る限りchromedriverがインストールされていないのではないでしょうか？
seleniumから、chromeを操作するには、chromedriverが必要なので、もしインストールされていないのであれば、インストールしてください。インストールされているのであれば、PATHが正しく通っていないと思われます。
