rails newできないことについて

Question

rails new hello_appでアプリケーションを作成し、そのあと、エクスプローラにて手動で削除した後、もう一度同じアプリケーションを作成しようとしたら、

/*
create README.md
create Rakefile
create .ruby-version
create config.ru
create .gitignore
create Gemfile
run git init from "."
*/

上記のコードのような結果が出ました。（アプリケーション名変更しても同じ）

これは一体なぜこういうことが起きているのでしょうか？また、対策はどのようにすればよいでしょうか？

rails new した時、create~というものが何行も大量にコマンドプロンプトに出力されるのですが、
今回は、5,6行でて終わっているという問題に引っかかています

いいえ。初めてアプリケーションを作成しようとしたところです。

rails new sampleで作成した結果
そのsampleディレクトリ直下のファイル数が全然生成されていないということです。

Gitというものをインストールしたら、ディレクトリ直下のファイル数がいつも通り生成することができました。
