Windows10 での Ruby on rails の環境構築

前提・実現したいこと

このサイトの通り、Windows10 での Ruby on rails の環境構築をしていますが、最後、rails serverとしても下記のようなメッセージになり、うまくできません。
何がいけないのでしょうか・・・
