【rails】コマンドプロンプトでrails serverを起動できません。

###前提・実現したいこと
自分はド初心者です。初歩的質問すぎて申し訳ございません。

railsのサーバーを起動したいです。

windowsでruby on railsを勉強しようとしています。
rails 5.1.4を入れました。MSYSも入っています。

###発生している問題・エラーメッセージ
コマンドプロンプト（ConEmu64）でrails serverとコマンドを打っても、起動しません。ガイド的なものが表示されるだけです。
localhost:3000をブラウザのURLに入れてもページが表示されません。

ちなみにですが、
rails new 〇〇
で新しいファイルを作成することはできました（作成されたことも確認しました）

こんにちは。

以下のお決まりの手順

rails new sampleApp
↓
cd sampleApp
↓
rails server

の中で、２番目を飛ばしているような気がしますが、いかがでしょう?
つまり、rails server　は、 rails new で作成されたディレクトリに移動してから
起動させる必要があります。
