###試したこと
ポート使用状況の確認（LISTEN）
ログの指定ディレクトリの存在とパーミッション確認

###補足情報(言語/FW/ツール等のバージョンなど)
Server version: Apache/2.4.6 (CentOS)
local:Mac OS Sierra10.12.6

起動失敗のログにある通り、

(13)Permission denied: AH00091: httpd: could not open error ...log.

ですから、ログの出力先に対して、Apache が書き込めない、のです。

・CustomLog の記述がない
・ErrorLog の書き込み先「/var/log/bashcms」に対して Apache の実行ユーザ（apache/apache）が書き込み権限を持っていない

あたりが怪しいことになります。

早速ご回答いただきありがとうございます。
ご指摘の通りcustom_logへのパスがおかしくなっていました。

修正したところ、当該メッセージは消えましたが、
新たに
kill: cannot find process
となってしまいました。

apachectl configtestではSyntax OKとなります。

どういった原因が考えられるでしょうか…
一人ではやや迷宮入りしています。

「systemctl start httpd.service」を実行した際にで、そのエラーが表示されるのでしょうか？
実行したコマンドとエラーメッセージは、できるだけ省略せずに全文を記載してください。(ホスト名等の情報は、example.com 等に置き換えてください)
