bundle installした時に、gem 'pg' でエラーが出ました。

###前提・実現したいこと
rails で作ったProductをHerokuでデプロイしたいです。
TECH Academy magazine（http://techacademy.jp/magazine/6401）を参考にやってみましたが、以下のようにエラーが出ました。

An error occurred while installing pg (0.18.4), and Bundler cannot continue.
Make sure that `gem install pg -v '0.18.4'` succeeds before bundling.

###試したこと
最初にエラーが出た時は、テキストエディタの関係で記号に誤りがあったので、
エディタを変えたらエラーがなくなりました。

###補足情報(言語/FW/ツール等のバージョンなど)
もしHeroku以外でデプロイする方法がありましたら教えていただきたいです。
