413 Request Entity Too Large

413 Request Entity Too Largeとエラーが出たので

以下のサイト（http://qiita.com/takecian/items/639deeae094466de6546）を参考に

php.iniファイルのmemory_limit 256M post_max_size 256MB
upload_max_filesize 256MBに

nginx.confに
client_max_body_size 256M

server {
client_max_body_size 256M;

上記を追加し、nginxを再起動、php-fpmも再起動して、

phpmyadminを使いアップロードしようとしたのですが

相変わらず、413 Request Entity Too Largeと出ます

client_max_body_size 256M;

だけではなくて以下をすべて記載しないといけないのでしょうか？
