ftpサーバが起動しない

service vsftpd startとするとvsftpd stop/prestart process 14098と表示され起動していないと思います。どのようにすれば起動しますか？
環境はさくらups ubuntu 14.04.4 lts です

コード

ほぼ初期設定のままです。public_htmlと言うのもよくわかっていません。

vsftpd.conf内のxferlog_file=/var/log/vsftpd.logがコメントアウトになっていたので修正しました。
次に"service vsftpd restart"で再起動を試みたところ、
stop: Unknown instance:
vsftpd stop/waiting
と表示され、ログファイルも生成されませんでした。
以上のことからftpサーバが立ち上がってないと判断しました。
タイトル間違えてましたね。修正しました

listen=YES のコメントアウトを外してスタートさせたところ、エラーコードが変わりました。

どのような意味でしょうか？
