blueqatがインストールできません

Question

Python3.9.0インストール後、コマンドプロンプトから、pip install blueqat　を実行。
下記エラーが出力され、blueqatがインストールできません。
原因、解決方法をよろしくお願いします。

Anaconda公式サイトから、
Anaconda3-2020.07-Windows-x86_64.exe　をダウンロード、インストールしました。
blueqatのインストール前提条件は、Python3,numpy,scipyがインストールされていることでしたので、
上記exeインストールにより、条件がクリアされ、blueqatのインストールが成功しました。
