railsでサーバーに繋がりません

前提・実現したいこと

railsでrails ｓとしてもサーバーに繋がらないです。

発生している問題・エラーメッセージ

少し長いですが、以下の通りです。

Description:
The 'rails new' command creates a new Rails application with a default
directory structure and configuration at the path you specify.

Note that the arguments specified in the .railsrc file don't affect the
defaults values shown above in this help message.

Example:
rails new ~/Code/Ruby/weblog

This generates a skeletal Rails installation in ~/Code/Ruby/weblog.

このように繋がりません。

詳細が分かる方がいたら教えてください。

回答前に二つ

1. 載せてある出力を読みやすくしてください。そのために　<code> を使ってください。

2)Windows上で直接railsでの開発を行うといろいろ不都合が起きてくることが多いそうです。できれば仮想環境でLinuxなどを入れて行うことを薦めます。

回答
rails は二つのモードがあります。

1. 新しいrailsアプリケーションを開発する環境を整える
2. railsアプリケーション開発環境内での実行

rails s は　2)のモードでのコマンドです。そのためには1)を実行し出来た開発環境内で行う必要があります。
エラーメッセージに　
Usage:
rails new APP_PATH [options]　
とあるのはそれを促しています
