rails sでサーバーが立ち上がらない

railsの環境構築でかなり苦戦しているのでインストール類は済ませたつもりですが不十分な可能性があります。
今現在は$rails new ~でアプリを作成し、$rails sでサーバーを立ち上げようと下のですがエラーなのかはわかりませんが以下が表示され
lokalhost:3000にアクセスできません、
